Program Design & Management Facilities & Project Administration Development/Oversight of Functional Facilities: Hired to create stand up camps for two separate companies on two occasions; these camps were designed to operate as stand-alone accommodations to house contractors or soldiers while protecting those inhabitants and structure from enemy insurgents. Designed all administrative and operational procedures; this process included defining reports that were used to develop metrics for the camp, interviewing and hiring staff, generating pricing elements for placement leasing, negotiating all contracts with customers coming to the camp, and negotiating/actualizing logistical pipeline of tangibles (maintenance/cleaning materials, fuel, and food). Result: Both companies were equipped with a complete Base Operating Support, functioning as profitable facilities. Designed Individualized Services Platform: With the lease soon to expire in ACCL facility, evaluated options to secure future residents. Historically, the resident portfolio consisted of a number of individual contractors; determined that the best option at this point would be to replace the former CENTCOM contractors at ACCLs camp with German ISAF soldiers (International Security Assistance Force). Contacted German Army Commander that resided at a base called Camp Warehouse (NATO led security mission in Afghanistan tasked to train both Afghan National Army and Afghan National Police personnel); collaborated with German representative to create an individualized services platform; negotiated pricing, security upgrades, and significant new construction. Result: Brought first contingent of German ISAF forces to a non-military base in Afghanistan for the first time since the ISAF initially deployed German troops to Afghanistan in 2001. Project Oversight/Management: Appointed the lead by DynCorp to develop a near real-time data Information System used by the United States Air Force; system was called CIMIS (Contractor Integrated Management Information System). Began initiative by identifying targeted goal; assessed specific interests and needs of all stakeholders from various geographical locations. During six month initiative, led a diverse, cross-functional team (IT, systems engineers, HR, finance, maintenance, etc.) in the development and implementation of a one-million dollar web-portal technology product, the purpose to provide government customer near real-time data applicable to the contract. Most information pushed through the web portal was provided by Maximo and People Soft entries Result: Although CIMIS has gone through many upgrades and iterations it remains a viable means for the Gov. to track many remote contracts. Risk Assessment for Secure Conference: During tenure as the Site Manager for construction and operations for Black Waters only Combat Hotel in Afghanistan, approached by USCENTCOM (a theater-level Unified Combatant Command of the U.S. Department of Defense) to facilitate a secure conference. Conducted comprehensive risk and needs assessment, leveraging strategic relationships to ensure optimal supplier and staffing support for this event. Result: Successfully hosted the first USCENTCOM Program Management Review to occur outside of the United States. Strategic Event Planning: While reporting directly to General Sheehan, tasked with organizing and managing a large ceremony in recognition of the Air Forces 50th Birthday (the General would preside over the ceremony). The ceremony took place at the SACLANT/NATO Headquarters in Norfolk VA (1997). Developed action plan, identified and acquired resources, and utilized a selected staff of over 20 individuals to plan and organize every aspect from Security to Refreshments for the 30 minute ceremony. There were over 20 General Officers and an additional 200 servicemen in attendance. Result: Personally recognized by the General, presented with an award honoring individual contribution to this momentous ceremony. Business Development Strategic Relationship Building Franchise Business Ownership: Purchased a franchise license to publish and distribute an advertising publication in the Hampton Roads area of Virginia. Created and maintained strategic relationships to establish sound marketing venue for local businesses within the community. Initial publication of the Hampton Roads Town Planner took place in 2006; the Town Planner, which contained a calendar, school schedules, coupons, advertising potential for local businesses; etc.), had been in business nationally at this point for 20 years. Result: Achieved record sales of $104,000, surpassing the previous record of $62,000 for first year franchise operators; generated three-year average sales of more than $250,000, highest average in the 20 year history of this brand by more than $50,000 per year. Business Development Growth: Began work for a small organization falling into the A8 category, which is a company protected by a program to increase the viability of small businesses competing with larger service providers for contracts with the U.S. federal government. During two year tenure with DSD Labs, targeted new contract opportunities within the Air Force (Hampton, VA) as part of role and responsibilities. Result: Doubled the number of Contracts with ACC Langley while at DSD labs from 5 to 10. Authored/Secured Substantial Bid: Upon honorable discharge from the US Navy and obtained a position with a small contracting company. Soon after joining the organization, led a team that authored a cost and tech proposal bid for an ACC Langley Base Study and Re-Engineering Contract. The proposal components included efficiency program, process improvement, role assessment (to reduce job duplication) and productivity maximization, which would lead to millions in governmental cost savings. Result: The team secured a worth $27,000,000 contract, one the largest contracts since the companys inception in 1978.
