Malloy spokeswoman Colleen Flanagan said the governor was out of the office Friday afternoon, when the bill was due to the secretary of the state, and could not make it back in time to sign it. "He's happy to do a ceremonial signing if that clears up any lingering questions," she said.
Asked for a response to SEBAC's letter, Malloy spokeswoman Colleen Flanagan said, "The governor has said all along he's happy to clarify the language of the agreement if that will allow it to be ratified."
"The governor has been clear all along thatone way or anotherwe'd have a budget balanced without gimmicks or tricks," said Colleen Flanagan, a spokeswoman for Mr. Malloy. "To be clear, this isn't his first choice, but he's making the tough choices necessary to stabilize our state's finances."
