new leader is not a stranger to the U.S. and that he has experience and familiarity with America by reaching right into the heartland," said David Shorr, a foreign-policy specialist at the Stanley Foundation, a Muscatine-based nonprofit that focuses on promoting peace and international relations.
"They're going to walk a fine line," said David Shorr, of the Stanley Foundation think tank. "If the established powers of the G8 get too far with picking an IMF managing director -- and don't work with the rising powers, it could be a source of friction."
"A lot of the key issues are going to be in the G-20, so we'll see how successful the G-8 leaders are in showing that the old Western group is still relevant," said David Shorr of the Stanley Foundation.
As head of the IMF, Lipsky's job will be that of a statesman, said David Shorr, a specialist on high-level diplomacy at the Stanley Foundation in Muscatine. He must be able to persuade politicians to make decisions not popular in their home countries but important for the good of the global economy.
