Worst of all, they say, it won't create jobs. "At the end of the day this is not going to generate new economic activity," said Janet Bowman, with the Florida chapter of the Nature Conservancy. "If anything, I think you have to worry about the quality of life effect on relaxing growth management."

"Here we are under this federal mandate for water standards, and we don't have any money for water-quality management," said Janet Bowman with the Nature Conservancy. "Our environmental problems are still there, and the resources are shrinking dramatically."
