A communications system for providing a user's mobile station (MS) with an Internet Protocol (IP) connectivity, has an IP network gateway for allocating an IP address to the MS to enable it to access an IP network. A method for measuring a call capacity of a cellular network which includes a plurality of sectors including a test sector and neighboring sectors defined by a number of base stations. A plurality of voice communication generators and a plurality of best effort generators are located both in the test sector and the neighboring sectors. Interference level from activated test units located within the neighboring sectors and the test sector represents total radio resources of the test sector. Throughput of best effort generators is measured while activating a predetermined number of voice communication generators within the test sector. An approximate relationship between the throughput of best effort generators and the number of activated voice communication generators is obtained. The call capacity within the test sector is determined from the approximate relationship between the throughput of best effort generators and the number of the activated voice communication generators. The call capacity within the test sector is adjusted to a real commercial communication environment based on real interference levels from the neighboring sectors.
