Abstract:
A filter head having a pump housing, a flow passage network, and a mounting bracket is adaptable to engage a replaceable filter cartridge. An electric pump is positioned within the pump housing. A Seal/isolator disposed between the pump housing and electric pump protects the electric pump from vibrations. After changing the filter cartridge, typically an air pocket forms creating a danger for a fuel injector or fuel injector pump. By using an electronic controller, an operator may remotely operate the electric pump to prime the filter cartridge. Also, the electronic controller may selectively determine whether the fluid flowing from the filter cartridge passes through the electric pump or instead passes directly into an outlet.
Tuned Quick Connect And Disconnect Coupling Arrangement
A tuned quick connect and disconnect coupling arrangement includes a tubular adapter removably secured to the output shaft of an engine and has an external spline formed on its periphery. A tuned resilient coupling assembly is secured to the dynamometer input shaft and has an internal spline adapted for meshing engagement with the external spline of the adapter for drivingly coupling the shaft to one another for checking the power output of the engine and is disengageable therefrom for uncoupling the shafts from each other. The coupling assembly includes an annular ring containing the internal spline, an elongate torque tube having a pair of radially outwardly extending flanges secured thereto at its opposite ends with one of the flanges resiliently connected to the annular ring, and a hub having a radially outwardly extending flange formed thereon resiliently connected to the other flange of the torque tube. The hub is secured to the dynamometer input shaft for imparting rotation thereto through a diametral tapered bore formed in the hub, a device operatively associated with the dynamometer input shaft and which provides a complementary external tapered surface, and a device operatively connected to the hub to axially draw the external tapered surface into wedging gripping relation with the tapered bore to drivingly interlock the hub to the input shaft.
A test stand (10) having a principal use for testing a fuel pump and associated governor (24), has a drive shaft (16), an inertial weight (30) operatively associated therewith, and apparatus (56) for selectively engaging and disengaging the inertial weight (30) with the drive shaft (16). This test stand (10) solves the technical problems associated with present test stands, which problems include the inability to maintain a constant drive shaft speed for fuel pump calibration, and also the inability to thereafter rapidly increase or decrease said drive shaft speed for purposes of determining the governor response. The apparatus (56) can accommodate misalignment between the drive shaft (16) and the fuel pump (24). The test stand can also include a spline arrangement (108) which also accommodates misalignment between the drive shaft (16) and a cam shaft (99) of the fuel pump (24).
Fuel Supply Conditioning And Flow Measurement Circuit
A fluid conditioning and flow measurement circuit (10) for testing a fuel injection apparatus (12,20). The circuit (10) has a reservoir (58) communicating with a pump (22) which supplies fuel to the injection apparatus (12,20) the flow of which is measured by a calibrated flow meter (44). A first deaeration apparatus (38) communicating with the discharge side (24) of the pump (22) removes entrained and dissolved air in cooperation with a relief valve (36). A second deaeration apparatus (56) in cooperation with the testing apparatus (12,20) further removes entrained and dissolved air thereby enabling accurate flow measurements to be made by the flow meter (44).

Abstract:
A fluid deaeration apparatus (10) for removing gas from a circulating fluid having a closed, fluid filled tank (12) for receiving and slowing the fluid. A pressure regulating valve (52) is provided for inducing negative pressure waves in the fluid entering the tank (12) for conditioning the gas in the fluid for removal from the fluid in the tank and for collection and venting of the gas from the tank (12).

After Sandy, a new threat: Soaring flood insurance
"When Biggert-Waters was passed in 2012, the big issue was this debt," said Larry Larson, a senior policy adviser for the Association of State Floodplain Managers. "And the reality that the program could probably never pay it back."
he projections are the ocean will rise another two to three feet over the next century. And it's going to make it tougher and tougher to protect anything you rebuild," said Larry Larson, senior policy adviser at the Association of State Floodplain Managers, which represents local government planners.
Many homeowners will be forced to rebuild their houses to higher standards aimed at better protecting them from future flood damage, said Larry Larson, senior policy advisor at the Association of State Floodplain Managers.

Celebrities Pay Tribute to Late 'Columbo' Star Peter Falk
played the beloved TV detective Lt. Columbo, has passed away. The 83-year-old actor died peacefully at his Beverly Hills home Thursday evening, June 23, his attorney and family friend Larry Larson said. As soon as news of his passing made headlines, Hollywood celebrities have begun paying their tributes.
"They need to re-evaluate the entire system," said Larry Larson, executive director of the Association of State Floodplain Managers. The Mississippi River flood-control system, built gradually since 1927, was designed to protect communities from everything but the most extreme flooding.
