• According to the arrest report, it happened just after 3 a.m. Nov. 8 in the westbound lanes of Interstate 64. When police arrived, they found 35-year-old Martin Maxwell next to the cab. He allegedly smelled of alcohol, "was unsteady on his feet and had slurred speech."
