A constrained variable rate coding technique limits the number of bits used in an encoding process. A quality setting indicates a maximum level of quality to be used in the encoding process which limits the number of bits used in the encoding process. A bandwidth reclamation factor which indicates an amount of bandwidth to conserve may also be used with the quality setting. The constrained variable rate coding technique using a lower quality encoding process for less complex video data and a higher quality encoding technique for higher quality video data.

Abstract:
Methods and systems for canvas size scalability across the same or different bitstream layers of a video coded bitstream are described. Offset parameters for a conformance window, a reference region of interest (ROI) in a reference layer, and a current ROI in a current layer are received. The width and height of a current ROI and a reference ROI are computed based on the offset parameters and they are used to generate a width and height scaling factor to be used by a reference picture resampling unit to generate an output picture based on the current ROI and the reference ROI.

Block-Level Lossless Video Coding Using In-Loop Reshaping
To support lossless mode at the block level when in-loop reshaping (LMCS) is enabled, the following changes are proposed to the existing LMCS pipeline. In intra mode, encode lossless blocks in the original domain, thus bypassing inverse mapping after reconstruction in the decoder. In inter mode, encode lossless blocks in the original domain, thus bypassing both forward mapping after motion compensation and inverse mapping after reconstruction in the decoder. In both modes, disable any LMCS-related color scaling.
