Control channel resources at a primary cell in a wireless communication system are determined. The determined control channel resources are provided to a secondary cell communicatively coupled to the primary cell. A communication link between a first device and a second device is established in accordance with a transmission control protocol for transmission of a data packet between the first device and the second device. The communication link is monitored during transmission of the data packet from the second device to the first device.
