A method for providing broadband communications over a multi-layered network having a plurality of Open System Interconnection (OSI) Reference Model layers functioning therein includes monitoring at least one OSI reference model layer functioning in the multi-layered network. A quality of service event is determined whether to have occurred in the multi-layered network. The quality of service event is determined to have occurred at a layer N in the OSI reference model. Network provisioning is changed at a layer less than N in response to the quality of service event, and a signal is provided when the network provisioning at the layer less than N has been changed. A system for providing broadband communications includes a multi-layered network, a network monitor, and a network controller. The multi-layered network has a plurality of Open System Interconnection (OSI) reference model layers functioning therein. The network monitor is coupled to the multi-layered network, and the network monitor is adapted to monitor at least one OSI reference model layer functioning in the multi-layered network, determine that a quality of service event has occurred in the multi-layer network, and determine that the quality of service event occurred at a layer N in the OSI reference model.

Contemplated wastewater treatment plants and processes comprise a unit in which a silicate-containing waste stream is combined with an alkaline process stream to so form a pH-controlled intermediate that is then fed to a reactor in which carbonization effects precipitation of the silicate. Following a particle growth step in the reaction vessel that renders the precipitate suitable for filtration, the so produced silicon dioxide can be safely disposed of in a landfill while the liquid can be discharged or sent to a zero liquid discharge pond to precipitate sodium carbonates.

Abstract:
A releasable locking mechanism has a lockbar which locks a hydraulic cylinder in an extended position for holding a liftarm assembly of a machine in a raised position. The lift cylinder has a body and an extendable rod which incorporates structure thereon acting upon the lockbar to release the locked hydraulic cylinder so that the liftarm assembly is moved from the raised position to a lowered position with minimal operator intervention. The operator intervention occurs only when the liftarm assembly is in the lowered position or when the lift cylinder is locked in the extended position. The lockbar is movable between an inoperative position wherein the lockbar is releasably connected to the liftarm assembly and an operative position wherein the lockbar is in bearing engagement with the body of the lift cylinder to prevent retraction of the rod. A release lever is connected to a lift cylinder and is movable between a rest position wherein the release lever is adjacent and substantially parallel with the lift cylinder and a working position wherein a notched end portion of the release lever is forced against a pin assembly releasably connected on the lockbar to lift the lockbar out of bearing engagement with the body of the lift cylinder.
