The city and county would also contribute at least 100 acres of land, valued at $150 million. One of the issues to be determined, assistant city administrator Claudia Cappio said, is whether the land would be sold or leased.
Assistant City Administrator Claudia Cappio initially pushed for a coal ban in a staff report published Friday afternoon. It cited a study by Oaklands hired environmental consultant, ESA, which said that fugitive coal dust can damage vital organs, cause cancer and stunt growth of children.
"It changes the game," said Claudia Cappio, who has participated in discussions with legislators and staffers on crafting CEQA changes, largely because of her expertise in dealing with the law as Oakland development director when Brown was mayor there a decade ago. "It changes how you move forward."
