Before you search

Make the clue specific enough to test.

Write down the address as written, an approximate year, the city or county, and any alternate street name. Preserve the original spelling and context before trying variations.

Directories and address indexes

Start with the source closest to the event or communication.

Deeds, tax rolls, maps and permits

Add context without silently changing the identity hypothesis.

Newspapers, censuses and institutional collections

Confirm the match before repeating or acting on it.

Boundaries

Know when to stop.

Do not use the guide to locate a minor, track someone in real time, harass, threaten, or evade a person’s boundaries.
Do not use Councilon for employment, housing, credit, insurance or another regulated eligibility decision.
Do not publish a sensitive address or relationship because an automated index suggested it.
When a living person can answer safely and voluntarily, consent is often the best verification step.
